A legislative proposal, Bill No. 14,838, has been under discussion since 2022 and aims to create a regulated but competitive online gambling market. The bill would expand the regulator’s authority, allow unlimited licenses, require local incorporation, and impose significant taxes including 20% on GGR plus additional levies for responsible gaming and sports. It would also introduce strict controls such as ISP blocking, payment blocking, and advertising restrictions for illegal operators.

From a market perspective, Chile shows strong potential. With about 20 million residents, high urbanization, stable economic indicators, and one of the fastest internet networks in the world, demand for betting services is already evident. Football is the dominant betting sport, and the core user base consists of young adults aged 18–34 who prefer single bets and profit-oriented wagering.

Despite casino games generating most of the revenue, sportsbooks play a key role in user acquisition. Features such as Bet Builder, live streaming, localized content in Chilean Spanish, and local payment options are expected to be crucial for operators once the market becomes regulated.
