Forum seeks to harmonize supervision of the betting market
Established through SPA/MF Ordinance No. 227 of January 28, 2026, SINAPO was created with the objective of structuring a continuous environment for technical dialogue among the federal entities responsible for the operation and supervision of lottery and betting modalities.
During the inaugural meeting, authorities discussed the main topics that will guide the forum’s work, including integrated supervision mechanisms, strategic data sharing, sector integrity, legal certainty, and the strengthening of player protection policies.
SPA Deputy Secretary Fabio Macorin highlighted the importance of institutional cooperation for the development of the regulated market in Brazil.

“Today we took an important step toward strengthening institutional cooperation in Brazil’s betting sector,” said Fabio Macorin.
According to him, the creation of SINAPO represents the beginning of a permanent coordination space between state and federal regulators. “Building a solid regulatory environment necessarily requires cooperation among federal entities, the sharing of experiences, and the pursuit of coordinated solutions for the sector’s common challenges,” he stated.
Macorin also emphasized that the forum’s goal is to advance “the strengthening of governance, integrity, and security in Brazil’s regulated betting market.”

Technical cooperation gains prominence in the lottery sector
SPA Undersecretary Daniela Olimpio also commented on the importance of the meeting and the role of the federal government in building sustainable regulatory policies for the sector.
“A job that fills me with pride: market regulation. Thinking that the economy is a moldable phenomenon and that, with responsibility and sustainability, good governance makes a difference,” said Daniela Olimpio.
She added that the meeting reinforced the importance of cooperation between member states and the SPA regarding betting regulation.

SINAPO structure provides for permanent integration
SINAPO was conceived as a consultation and technical cooperation body, without deliberative or binding authority. Its coordination will remain under the responsibility of the SPA/MF, while the states and the Federal District may formally join through the signing of an adhesion agreement.
The structure provides for quarterly ordinary meetings, in addition to the possibility of extraordinary meetings according to the sector’s regulatory demands.

Thematic forums will address specific market challenges
The regulation also authorizes the creation of up to five simultaneous thematic forums dedicated to analyzing specific topics related to the betting and lottery industry.
These groups may include specialists, representatives of public agencies, and members of civil society, serving as technical support for SINAPO’s activities. The forums will initially last three months, with the possibility of extension.
Brazil strengthens governance strategy for regulated betting
With the implementation of SINAPO, the Brazilian government is expanding institutional coordination mechanisms at a time when the country’s regulated betting market continues to grow.
The initiative seeks to strengthen regulatory harmonization among states, promote greater legal certainty for operators, and consolidate practices aligned with international standards of integrity, supervision, and consumer protection within the gaming and betting ecosystem.
