Comprehensive Reform Across 43 Regulatory Projects
The Nevada Gaming Control Board (“Board”) announced the completion of a major regulatory modernization initiative that began in July 2025 and covered 43 regulation projects, making it one of the most extensive regulatory reviews undertaken by the agency in recent years.
Technology Regulations Updated for a Digital Era
One of the key pillars of the initiative focused on technology modernization. Regulatory updates included cloud computing, wagering account functionality, cybersecurity reporting requirements, gaming device approvals, associated equipment, hosting center operations, and technical standards.
These changes aim to provide a more flexible and efficient framework for emerging technologies while maintaining regulatory oversight.
Stronger Anti-Money Laundering Measures
The Board also revised anti-money laundering (AML) regulations, introducing updates to reporting requirements, compliance obligations, and other regulatory provisions designed to strengthen risk management practices and support effective oversight.
Regulation 30 Overhaul Modernizes Horse Racing Rules
A significant portion of the initiative involved a comprehensive overhaul of Regulation 30, which governs horse racing operations in Nevada.
The updates addressed operational requirements, disciplinary procedures, licensing standards, integrity-related provisions, and several longstanding regulatory clarifications.
Enhanced Enforcement and Investigative Processes
The modernization effort included revisions to regulations governing surveillance, exclusion-related provisions, gaming operations, and investigative procedures.
According to the Board, these changes will improve its ability to monitor licensed gaming activities and maintain regulatory effectiveness.
Improvements to Daily Gaming Operations
The initiative also covered a wide range of operational matters affecting casinos and gaming operators. Areas updated included gaming salons, wagering activities, house rules, chips and tokens, disseminators, and other day-to-day operational requirements.

“These efforts reflect our commitment to maintaining a regulatory framework that is responsive to innovation, effective in its oversight responsibilities, and capable of supporting the continued success of Nevada’s gaming industry,” said Board Chairman Mike Dreitzer.

Governor Joe Lombardo emphasized the importance of adapting regulations to industry changes.
“Nevada has built a reputation as the nation’s leader in gaming regulation, and our regulatory framework must continue to evolve alongside the industry,” Lombardo said. “This work reflects our broader commitment to making state government more responsive, effective, and adaptable to Nevadans’ needs.”
