Currently, online casinos are prohibited in Russia, and only licensed bookmakers or lottery operators are legally allowed to offer online gambling. The Ministry of Finance estimates the size of the “white” market in 2024 at 1.7 trillion rubles, while the illegal market is valued at 3 trillion rubles annually, with nearly one hundred online casinos operating.

These include designating the operating entity through a presidential decree based on a recommendation from the Government of the Russian Federation, and establishing a betting transaction mechanism for online casinos through a Unified Betting Transfer Accounting Center, similar to the system used for bookmakers.
